Hi,
 
I'm receiving the following error for a specific account I'm trying to
generate reports for:

403, "message": "Serving Limit Exceeded" } }
 
Sometimes it succeeds sporadically, but never more than once a day.
 
I'm not close to any of the quota limits (it fails even if I try to limit
it to a single query per day), and the console dashboard shows that it's
not an issue.
 
I've followed the practices for querying large reports (link
<https://developers.google.com/adsense/management/reporting/large_reports>),
but it still didn't help. Using the "large reports flag" or limiting the
query to a very high-level and small report (returning only totals) doesn't
help either, and I keep receiving the same error.
 
None of the other accounts I'm pulling data from have that problem.
 
Any help would be appreciated!

You're right. This doesn't sound like a quota issue. If you provide me with a bit more detail, I can look into this for you further. If you would like to reply privately, you can choose the "Reply to author" option from the menu on the right.
 
1) The publisher id for the requests you're making.
2) An example API request that is failing for you.

You should refer to the AdSense Policy guide to check what use cases are supported by AdSense. Based on your description, it sounds like the relevant information is under the "Ad placement" section. Specifically, "Google ads, search boxes or search results may not be integrated into a software application (does not apply to AdMob) of any kind, including toolbars."

be researching a topic that I assign to them and writing original content
with their own voice and a unique order of information. When they deliver
to me, the only way I can check is to google search each sentence. Is there
a url that Google provides that I can paste this content into to ensure
that it is unique and passes Google's duplicate content standards?

results for different dimensions.
For example, when I use only the "DATE" dimension, the result looks like
