    Buy a PO box address close to the city centre. This is a vital factor for
    Google Places.
     

     
    Your strategy looks good but you must complete Google Places profile in
    entirety, including loading up 10 pictures and Video.
     

     
    You need testimonials in Google and other directories scrape.
     

     
    Look at the businesses that is currently tops spots and see what they have
    done?
     

     
    I have a client in the carpet cleaning business too - in Texas!

    A link is not just a link, Google grades links according quality. In my
    experience the following are the lowest and worst types of links:
     

     
    Directories apart from some high trusted sites Yahoo, DMOZ, Google Place etc
     
    Forums profiles
     
    Blog comments on low PR/Trust sites
     
    Links from ads
     

     
    Always go for building a lower number of quality links, or if you build
    these links point them to your backlinks (boosting your backlinks) because:
     

     
    1) the more links you build the greater chance that you will leave a
    digital footprint that can be detected.
     
    2) In my experience it is difficult to rank a website with many
    thousands of low quality links.
     
    3) Low quality links will lower your trust/PR rank.

    one of my main sites traffic is down about 20%. I am doing steady link
    building, mostly from comment postings.
