I think by ASP, Jeff means that there is no server side available. If that
is so, as TaZeM suggests, AJAX could be a good alternative.
@Jeff:
On the click of the button, you could generate a form on the fly (or keep
one hidden) and POST it to an email address. Or you could also make it hit
a page which is backed by some analytics program (like Google Analytics).
That way, you'll get your statistics and also make people do all the
ringing you want...

This needs to be a graphic of a bell - which I have. When a user clicks on
it, the bell will ring. I can do this. Next part is that there will need
to be a visible counter which needs to increase as the bell is rung.

I that case Jeff, you are going to need something on the server. You need
to retain the data that is being changed. Otherwise, I don't know of any
online service who has this kind of an offer. I know of multiple HIT
Counters, but click counters is something I am coming across for the first
time.
I check with Google Analytics and their API seemed pretty complicated for a
quick read. If you could go through that, maybe you can figure out a way to
do it using an AJAX script, which sends the data and then retrieves the
data.

Thank you for your replies. This was a test project from an interview and
there was no server or database access setup for me so what I did may
suffice for the job interview. Fingers crossed.

if there was no database you could of used javascript to increase the
counter I think, And then say the best way to do it is with server side
programming, Ajax and a database
