Hopefully the following answers your questions...
 
1) Studying higher rankings competitors is a good strategy but should not be
the only one. Other strategies should including Web 2.0 social media,
comprehensive keyword research, split testing, mobile marketing, multimedia
rich content syndication, and ultimately aiming for the same goal as Google
- that is to deliver the most, relevant, up-to-date and valuable content to
users.
 
2) There is no penalty for using different backlinks in different languages.
However, due to the large volume of data already in English I would aim to
use it along with Italian.
 
 
3) Localization is achieved by either domain country suffix or by specifying
a country via Google webmaster tools. Further localization is achieved
using Google places.
 
4) Lastly, a sensible way of choosing an SEO professional is by making sure
they are beating other SEO professionals on highly competitive terms and
inspecting their past track records with other clients.

Hi,
first I want to introduce myself :).
I live in Italy and work in an IT company that faced Internet on 2001 and,
moved from one layer of the OSI stack to another, upper and upper, preceding
customers' needs. As of now, we're above layer 4, we deal with applications,
with search engines, and, of course, with SEO.
As of now, we learned quite well to optimize code on sites, we're developing
a new website dealing with seo reporting that is named
www.presenzadigitale.it. The great matter we have now with SEO is that, as
of now, it is no more absolutely enough to rank higher on the Search
Engines.
What we find useful are Link Building strategies, but as of now studying
backlinks of competitors doesn't sound as the only way to get better, but
we'd like to find some professional that may help us in this kind of
service, for us and for out customers.
The main question is: are there any suggestions dealing with choosing one
Link Building company? Do you have any suggestions dealing with that? What
about localization? As of now quite all our custimers deal with our language
and, as of now, I did not receive any answer dealing with links page
localization; as you can guess, I need to be sure that the link dealing with
italian keywords doesn't go on English, autogenerated page, as that may be
penalized, right?
