Hi Jose,
The question is,
In api v3, we can add both host custom channel and client custom channel in
creating a ad unit for the publisher.
Then we can help the publisher to show this custom channel to advertisers
as a targetable ad placement, right?
Now in v4, we only can add the host custom channel, so how can we make the
targetable ad placement possible?

Yes, you should do this yourself because you need to store the account ids
and the generated ad code.
