I agree with John. Additionally, my 2 cents is....
Many Directories in the past have relied on link reciprocation and user
generated free listings. However, I question link reciprocation if used for
the majority of a backlink profile because of Google Panda updates.
I think future successful directory sites are going to be hybrid model of
directory listings and information sites highly focussed on a specific
niche. Anything else is going likely to fail miserably.

If you google on Yahoo and SEO or Google and SEO you will find plenty of
useful resources. Basically the on-page task is plenty of useful content,
updated frequently, and off page you need to have valid references to your
page from pages with similar subject matter. Most clever tricks have already
been identified by the major search engines and discounted.
